The rubber matting and wood chip under playground equipment is engineered to a measurable standard rather than chosen for appearance. Understanding what it is rated for explains why worn areas matter.
Equipment height sets the requirement
Every piece of play equipment has a fall height, defined as the greatest distance from which a child could reasonably fall. Platforms, handrails and the top of a climbing frame all count.
The surface beneath must be rated to at least that height. A structure whose fall height exceeds the surface rating is non-compliant regardless of how the surface looks.
This is why the same material appears at different depths in different playgrounds. The depth is derived from the equipment above it, not chosen for comfort.
The rating comes from a drop test
Impact attenuation is measured by dropping an instrumented headform onto the surface from increasing heights and recording deceleration. The output is fed into standard head injury measures.
The critical fall height is the greatest height at which the measured values stay below defined thresholds. Above that height, the surface is no longer considered to attenuate the impact adequately.
The thresholds are set around life-threatening head injury, not around injury in general. A compliant surface is not a surface on which children do not get hurt.
Loose fill and unitary surfaces fail differently
Loose materials such as wood chip, sand and gravel work by displacing. They perform well when at the specified depth and poorly once compacted, frozen, wet or scattered.
Unitary surfaces, such as poured rubber and tiles, hold their properties more consistently but degrade with ultraviolet exposure and wear, and damage is concentrated at seams and edges.
The two therefore need different inspection. Loose fill is checked for depth and distribution, while unitary surfacing is checked for splitting, shrinkage and lifting at joints.
Wear concentrates in predictable places
Material migrates away from the areas of heaviest use: under swings, at the base of slides, and at the foot of climbing structures. These are also the highest-risk landing zones.
A playground can be well maintained overall and still have a scoured hollow under a swing where the surfacing has thinned to a fraction of its specified depth.
Those hollows are visible to anyone looking, which is the one meaningful check a parent can make without equipment. Depth at the point of likely landing is what the standard is about.
What surfacing does not do
Impact-attenuating surfaces are designed against severe head injury. They have limited effect on arm and wrist fractures, which remain the most common playground injuries by count.
Falls from equipment are also not the only mechanism. Collisions, entrapment in gaps and equipment failure are addressed by separate parts of the standards.
Treating surfacing as general protection overstates it. Its purpose is narrow and its performance depends on being maintained at the depth it was specified for.
